idk whats going on he isnt here,
Ive been trying to find him for the past 2 weeks, 1 square east of the rope but hes never to be found,
I check at least 6 or 7 times a day all withing a hour from eachother and hes never there.
I think he may be glitched from spawning or was he moved?

It is not a bug. Her is not there constantly, but is a random spawn. You just need to have paitence and keep on checking until he does show up. Same goes for any other Quest Creature.

Also, be sure you are not waiting for him to spawn by standing next to where he would normally do so. I do not know if you are or not obviously, but if you are, he will not spawn if you are too close as is my understanding. I may be wrong though. Hope that helps, and good luck to you.
