I am lvl 13 and i can no longer fight Sewer Rats, Small Acid Jellys, and Rabid Prairie Dogs....is this a bug?

No this isn't a bug. Once you can kill a creature with too much ease, it stops attacking you.

Er, i havent even fought the Dogs yet :P
