You are at 100% of your training

Ran into this issue on an alt. Was told I was at 100% of their training but they weren't able to level up. Ran back and killed a few more so I was at 102% and they were able to level up.
If I had to guess I'd say it was a rounding issue (i.e. 99.6% or something)

I've experienced something similar to this once. Hit 100%, but the READY TO ADVANCE thing didn't show up underneath the percentage until I'd killed another.

*nods* Apparently this happens sometimes and it is why I used to keep going to 101% before trying to advance.
