When the too many deaths this hour message is present you are unable to enter the Caer Library as if it is a hazard area.

Similar problem in the rogue tunnels where the rat nest is, not sure if this is intended or not.

edit: seems to be similar at any 'branch' of the tunnels in the rogue tunnels, so I'm guessing intended.

Rogue tunnels are not 'safe' areas. The exception to this rule is the area that has been opened up to the 'public' because of the rogue portal passageways. If there are other parts that are safe, that's not as intended -- I think the bit where the new tunnel was built might be still -- and at some point, all rogue tunnels will revert to being 'unsafe.'
