The landing is very poorly lit. A lone guard stands atop another stairwell leading down. He seems to be supposed* to be selling things but his attention is focused on another stairwell leading back up toward to main floor of the town hall.

'There is a bridge to the east that crosses where a small river flows down to meet a much larger one that flows westward just so the south of the road.'
Should be '... just to the south of the road.'
