All those guild halls have been razed and are now available for new guilds to take them over (so there are 5 additional lots around Valorn in addition to the ones that were already available). Please keep your guilds active.
Your guild is active when:
1) Your leader is active. If you are a leader and you are going to become inactive, do your guild a favor and transfer leadership. Don't be a dork and just leave your guild hanging.
2) The majority of your members log in to the game.
3) The majority of your members are above certain "mile marker" levels, ie 10 and 15. Have a guild full of newbs that are level 5 but don't play anymore, and you will catch my eye. We created guilds to keep people IN the game. If you have a really bad guild that is recruiting newbs and can't help keep them in Valorn, the gods are not going to want your guild around. Service to the gods in all things. Recruit members, nurture them, and keep them active.
4) You HAVE guild hall points (this is a measurement of how active your guild is, since activity = point gains.)
5) Your hall continues to grow and to be used.
